Carmen Gonsalves is the head of the International Cyber Policy Department and co-chair of the Global Forum on Cyber Expertise (GFCE).
She is responsible for international peace & security in cyber space, capacity building, digital rights and cyber related policies in EU, NATO, UN & OSCE. On behalf of the Netherlands she served as an Expert to the UN Group of Governmental Experts On Developments in the Field of Information and Telecommunications in the Context of International Security (2016-2017).
She joined the Foreign Service in 1989. During her diplomatic career, postings abroad included Madrid (Second Secretary Political Affairs), Sofia (Counselor & Deputy Head of Mission) and Lisbon (Counselor & Deputy Head of Mission). From 2011-2015 she worked as the Head of the Political Section at the Embassy of the Kingdom of the Netherlands in London. At MFA headquarters in The Hague, she served in the Security Policy Department and in the Department for European Integration, both as a senior policy advisor responsible for institutional affairs, socio-economic affairs as well as team leader justice & home affairs.
